Try turning the DWG into a sketch: See attached screenshot.

This will allow you to have a base.

 

However: Be careful with scale and units...

If you want  to go from a DWG 2D plan to a SolidWorks 3D there is this solution that I sometimes use.

Initially, SolidWorks had planned functions to convert 2D files to 3D. Probably to convert Autocad customers to take the plunge into 3D quickly.

Set the 2D to 3D menus.

We get 2 to 3 views of a "flat" room put on the different plans and we rebuild the 3D model with this base.
