I managed to create markup views, insert text but the other functions (such as freehand drawing) don't seem to be available on a computer.
Is it mandatory to be on a touch device or to have a graphic tablet with a stylus connected to the PC to enjoy all the features?

I confirm.
The tablet in the 2019 version also allows you to draw a freehand sketch that automatically transforms into a classic sketch as if it had been done classically with lines and curves and circles. I tried, it's not bad at all, to make a drawing concrete for a client. (at the client's place it sounds a bit geeky but it makes things very concrete) :-)

If you absolutely want to do freehand drawing, I could only advise you to turn to graphic tablets.
