Buying a second-hand license: why not? On the other hand, updating for 1700€, I don't believe in it at all! In my company, we just switched from 2008 to 2012 and we were forced to pay for new licenses since our maintenance had expired.
In your case, I guess there is no maintenance, so no update possible... Or maybe we were fooled by the reseller solidworks.

It is impossible to purchase a second-hand SOLIDWORKS license because French and European law prohibits it. Indeed, a software license is non-transferable, so beware of people who want to sell you SOLIDWORKS licenses, for a price that defies all competition because it is in any case a scam.
There are only two ways to purchase a SOLIDWORKS license. Either contact an authorized reseller (AXEMBLE for example), or buy a company that already has SOLIDWORKS licenses and you benefit from the right to use them.
Also beware of auctions with hardware on which SOLIDWORKS will be installed, for example. In this case you can use the hardware and the license, but you are making yourself illegal and an authorized reseller will never be able to update the license for you!
The more you risk legal action!
In principle, keeping the purchase of the maintenance every year is to have a credit so that 3 years later you can benefit from the latest version. Personally that's what I do, but I only have one job!
I understand companies with more than 3 positions....
On the other hand, you can change the user of the license, (already seen) but no question of resale between companies.
