In a tutorial dedicated to part families I can see the names of sides on a 3D part like this:

How do I enable this option?

I believe they simply wrote in the "dimension text" box during an external dimension (outside of a sketch).

it is possible to make the sketches appear so the quotes you make there but then it's not necessarily what you expect to have??

Agree with Matthieu, I was making an example and then I refreshed before posting just in case:)
It is only a display allowing you to modify the odds on the fly and a "added" rib name.

You have to name the dimension and then activate the function Show the name of the dimensions in the "glasses"!
