In a drawing, is it possible to associate a geometric tolerance in a nota, to be able to move the note with the geometric tolerance at the same time.

yes it's possible,
We number all of our dimensions and geometric tolerances with an annotation.
To link the annotations to the different elements, you must:
- attach the annotation to the view (right click on the annotation, attach/attach to the view)
- Group the annotation to a dimension or geometric tolerance. (select the 2 elements, right click/ group/ group)
Normally the nota moves with the tolerance or the rating. But the movement is not perfect, sometimes you have to adjust the new position of the annotation a little, by selecting it and clicking on one of the points of the frame.

So I think you can group the tolerance with your note simply by grouping them
