I'm looking to create a drawing pattern where the scale of the sheet is necessarily 1:1.
So that the views respecting the sheet scale are always at this 1:1 scale.

You have to right-click on the sheet, scale 1:1 then validate and then save the drawing template as .drwdot
That's what I did, but when I use it with certain parts, the scale gets smaller.
Is it because of my preset views? (see PC)
Can I keep my preset views and have everything be 1:1 scale?
It's okay if my eyesight protrudes from the sheet.

In the general options, for Drawing, uncheck Autoscale New Drawing Views. It should remain at the predefined scale in the template.
Normally when you insert your views on the saved drawing model at 1:1 scale it shouldn't be a problem, what do you call the predefined views, the ones you import from the view palette?
Or maybe after an update bug? What version of SolidWorks do you have?
The predefined views are the views (face, isometric,..) that I put when saving the model.
So I don't go through the view pallet, I load my part on the master view.
I use SW 2015 SP4.0
I'm going to try Cyril.f, then I'll have to set it up on all the cartoonists' computers.
Just export your settings and duplicate them with others (well if you all have the same profiles)
