Hello, on soldworks 2019 SP1 I can't create a sketch on step formats, even when I save the step in solidworks format

It looks a lot like a bug.

I know it's not always easy but try to upgrade to service pack 3.

Maybe your file is surface,  when you make file open you go to the bottom right and you select STEP then you go to the options and fill in this way (according to pj) and there you should get there.

Maybe also see the "3D Interconnect" import option in the system/Import options.

If this option was active during the conversion, you can break the link by right-clicking on the function/dissolve (from memory).
