How do I create drawing templates?

I would like to create drawing templates associated with a part or assembly. Let me explain:

The objective of this approach is that when the user (draftsman) creates an MEP from a part or an assembly, when he chooses the desired format of the MEP, two sheets are displayed on SOLIDWORKS. A baseplane grid with thumbnails "attached" to the basemap and another with a dimension model associated with a 3D that could be easily edited.

 

I found a "weird" principle by importing a DXF of the dimension model into another sheet and making a copy of the views in a second sheet because the "save as MEP model" does not take into account annotations, dimensions, cropped views... Too bad!!

Can we do this in SOLIDWORKS?

You have to create two basemaps with the classic method.

 

Then on the drawing template, you have to insert predefined views.

 

On the other hand, I don't know if it will keep the rib trimming etc...

To complete Bart's answer, youcan copy the first sheet with CTRL C and then paste it with CTRL V, then to change the background, see here:

Maybe to keep the trimming, the ribs,... It would be interesting to go through a take-home composition and then change the model of the piece, but this is no longer a document model.

On the other hand, it may be possible to do this with the help of a macro.
