It is not possible to register components from 2016 to 2015 but you can register them in step, iges or parasolid.

And yes, it's impossible. However, you can save according to the available formats, and run the FeatureWorks to create sketches and functions.
Indeed, the software has only one type of record, that of the year of the version.
Thus, a file saved in SW2016 will be in the 2016 version, can only be read by SW2016 versions and above. But no less.
In summary, the latest version of SolidWorks will read all the files but an older version will never be able to see those files.
It's commecial and it forces you to always have the latest version of the software.
