It is with the ScanTo3D add-in that you can import a point cloud, but it is not possible to use an fls file
Isn't your file a simple text file with tabs for example for the x, y and z coordinates
If so, rename the file extension to txt or xyz and import it with ScanTo3D.
If you don't have ScanTo3D, you can import points into a 3D sketch with the CurveData utility from myCADtools.
