You click on the dimension and move it wherever you want, otherwise you click on the dimension and go to the control panel to your left and make your desired choice.

In the first approach, you have to click on the " arrow " to reverse its direction and then position the text where you want.
Otherwise, stay in the dimension property manager to specify the placement of the dimension inside the radius and not outside.
