How do you link the scale of a sketch to a piloted dimension or other sketch?

I don't think the "scale" sketch function is configurable.

A solution would be to make a volume and then scale this volume (we can put different coefs depending on the axes)

To link one sketch to another, you can use the "Derived Sketch" function. Select the source sketch and then, holding down the "Ctrl" key, click the destination face or plane. Then go to "Insertion" / "Derivative Sketch".
