How do I change the file counter?

I have assigned a counter for some files in the workflow.

Files that are not from solidworks but in 2D, I have several sheets in the same file and at the archive, this gives us a counter for each sheet in the file than in create only one just for the file.

How can I change the rule to increment a single number just for the file and not follow for every sheet in the same file?

Here is a file showing you the case with the red boxes.

The same file with different tabs or the file increments several numbers following each tab, so I would like a single number for the file

Why not use the "update in all configurations" option  in EPDM SW.
