Yes, I saved it after the change. If you look closely, the circle in sketch 20, for example, is not taken into account in the final object.
At first glance it would be normal sketch 20 has no children??
I have to relaunch a CATIA version in hybrid mode to be sure.

I restarted a default installation and hybrid mode (just to be sure that our settings didn't set a PB).
I confirm the sketch.20 has no children, so since nothing refers to or relies on it, the modifications of this sketch have no effect on the rest of the geometry.

even on the sketches 20 the diameter is modified and the circle is enlarged.
I changed the values of the three rays that form the outer flange, no PB of course within the limits of the functions that were used to build this shape, if we go too far, it doesn't work anymore.

Good evening, I'm at home so I don't have access to catia but in the meantime in view of what you want to do, I assume that the radii of the 3 sketches 20.22.23 will evolve at the same time as well as surely many other constraints or parameters, so look at this tutorial on equivalences it should be useful to you

the video is a bit long to load (patience) except under Chrome at work I can't display it? under FireFox it's OK.
Another tip you have an fx icon not very far from the one of equivalences.
It is used, among other things, to create user parameters, it's more convenient than searching in the graph.
In the drop-down list, you select length, you give a value, you change the name, ex entre-transmission, then you validate.

Sketch 11 was already done.
I would have a remark, the extremes are not controlled, hence the twist of the surface.
They should at least be oriented in min or max on Z. (be careful, it will necessarily change the surface but in my opinion the current twist is not a good idea.
