Is it possible to automatically constrain a new element in a sketch?
For example here I would like the small circle to be directly constrained in horizontality with respect to the large circle, currently it is placed in a friendly way but can be moved later.

No, this is not possible with the current SolidWorks options.
But we can think about a macro.
Do you have a solution to save time when a part has a lot of holes aligned but not necessarily spaced the same distance?

if you constrain your center points horizontally
your axes will always be horizontal

You make a horizontal construction line of infinite length passing through the center of your large circle and then you put your small circle on it, the coincidence constraint between the center of the circle and the line should be automatic...
