Convert . ASC in DXF/DWG/3DM

Hello

In the context of a scenographic layout I have to make a 3D model of a part of a French department I got as a file .asc but when I imported it directly into Rhino it doesn't come out a point cloud that doesn't correspond at all to what I should have

I'm looking to  convert . ASC in dxf or dwg or 3d
