A similar question was asked reamant, it seems that it is not possible.

as Obi Wan says; the only possibility is that when you open it with Edrawing and you have it saved under and there with a bit of luck to save it in STL then you open it with Solidworks and then you can save it in STEP.
The eDrawing files are only made to be viewed with the viewer by the client. We cannot recover the model itself.

As I pointed out before, it's possible if the person who did the EASM has activated the option.
