Before converting a Pdf to DXF you need to make sure that it is a Pdf (Vector), not a scan or a simple image.
A simple test at the aperture when you Zoom the circles must remain circles if the lines get bigger and this degrades, it's not a Vector Pdf (we won't be able to do much with it).
With freeware you can recover the trace but be careful in the form of a line independent of each other (the dimensions are also of the line) so not easy either if they are plans of molded parts with few flat faces, etc.
I use InkScape (free) it is able to vectorize.
If it's to rework them, it would be better to find the native sources and record in DXF.

Who is one of the few who in this condition explains that he doesn't keep the PDF and doesn't sell your info:)

These are in fact plans converted to PDF but no way to get the dxf natfs, some have trouble letting go of them :-(
It's just to get back the ribs I'm missing

If you have an adobe suite, you can also try with adobe illustrator.
You open the plan and do "file/extract" but as efficient as Inkscape....
I'm afraid that for your side take it's cooked....

I had a colleague (who works more with us) who had a pdf viewer capable of measuring :)
EDIT, fortunately his pc is still there, it's PDF-XChange which allows you to measure on a pdf file
