Is the perimeter distance of one circle to the perimeter of another?

I have 2 circles whose deviation I want to measure from edge to edge, instead of center to center. Is this possible without adding construction lines or creating formulas? In short, in 2 clicks.

What do you mean by creating formulas?

I meant a formula to subtract the radius of each circle from the dimension value to get the deviation.

I have a small problem with the vertical side of the horizontal circles (the blue one). Is there a way to force a vertical rather than horizontal closure or do I have to shift the circle above the other to create the dimension before putting it back in its place?

At the time for me, I had stayed on the creation of a horizontal rib before applying it... It's fixed.
