On a Layout, I would like to make a y-axis but inclined dimension.
I haven't figured out how to do it, is it possible?

By creating a construction line perpendicular to the direction.
Then taking this line as a zero reference of the quote.

Yes, create a small discrete sketch and start its oblique ordinal dimension zero point on it!!
