On SW 2012, is it possible to move the 0 of an ordinal dimension without having to re-dimension everything afterwards.

Yes, it is possible,
You click on your 0, a square appears at the root of the attachment. You grab it and take it to a new entity from which you want to start your listing. Your ordinal rating will be updated.
