There is another solution , you have to make the hole in the bent sheet metal by checking the normal function of the material. Then it is easy to draw an axis.

If you make a circular hole on the 3D rolled sheet metal (not on the unfolded one) you have a real hole -> you can create an axis on the temporary axis of this real hole. This axis should remain after the fold.

On the other hand, if you drill a hole on a cylinder, the unfolded one won't give you a real circular hole and if you do the opposite, you'll have a 3D potato. The choice is yours; (NB: with the laser they must be able to cut the oval-shaped hole which will give you a hole approaching a circular hole after rolling/folding)
