The blue thing, as you say, in a surface.
You can select all your 4 surfaces and merge them, then you can solidify them to have the volume shape.
Have you tried swept straightening?

The problem of surfaces is the lack of management of tangencies:(
Swept smoothing gives me this:
My goal is almost reached but it doesn't follow the second guide curve:(
For the surface, it follows your spline which is not tangent, so your result is not tangent.
From what I understand, what's important to you is the x-y shape and the z-tangency.
You modify your swept smoothing to make it wider in y but with the tangencies in z and then you make a simple cut following your 2nd spline.

By putting the tangency constraint, the beginning of my spline ends up on the opposite side of what I want...
If the tangency is not done well, normally, you should be able to reverse it.
How do you build your spline? through points?

I can't open your file, it's an education version.
To reverse the direction, you need to have an arrow that you have to click.
On my version 4, to have the arrow in tangency, I had to activate the perpandicular curve option.
If you don't start with the tangency, you can make a plan and work perpandicularly.
