Create a config file when you have your floating modules, then make sure that CREO goes to get it when you open it.
I did it like this to set up my length units and I think it's a bit the same principle for modules.

To answer your question, it's possible.
With us, it was the opposite, we started without a choice and the last one was left without the floating modules. Now, we choose at startup.
However, I don't know exactly where it is, maybe in the license server on each workstation.
It works!
Indeed, you have to go back to the installer and reconfigure the licenses.
