406-289-F90 (OPTIONAL)=> optional
4-OFF M4 10 27 P.C DIAM. EQUI-SPACED=> 4 HOLE M4 depth 10 on diam. 27 equidistant
2-OFF M4 10 21 P.C DIAM @ 180°=> 2 HOLE M4 depth 10 on equidistant 21 to 180°
fixturing to allow vortex stand accessories=>fixation to allow vortex stand accessories

I see a red axis line, is it an exploded shot? If so, then I think that the note 406-289-F91 corresponds to the part reference in the whole and that it is indeed optional.

Thank you for your enlightenment... It does come from a fragmented plan.
And yes I just understood that it was the reference of the play
