I got an assembly where there are publications of elements of parts that are located at the assembly level. However, I would like these publications to be placed at the level of the rooms.
Can I move publications from an assembly level to the share level?
Or more generally, change the level publications (assembly, subassemblies, parts...)?

You can Export/Import (in a .txt file) the names of the publications.
But you will have to repoint in the target file of the import the element corresponding to the Published Name for each publication imported from the .txt file.
Keep in mind that the publication can be similar to a Url, a path to an element (a shortcut).
The best practice is to publish at the part level and, when using that part in an assembly, republish the part publication (and not directly the element that is pointed to by the publication) at the assembly level.
E.g. in a "Screed" room I create a "Reference Plan" publication and point to the XY Plan.
In the assembly, I create a "Screed Ref Plan" publication and I point to the publication in the Screed part and not the XY plan.
