For some parameters, I have quotation marks for some names.

What is the meaning of these quotation marks knowing that sometimes I have them and sometimes I don't?

This is an option to activate in CATIA if in a file you have both modes it is because at some point, between the backups of the file this option has been modified.
By default, it is not active.
But it's very handy, especially if you want to use special characters (non-Latin) and ex diamis symbols in a user parameter Ø

If I understand, this option (the quotation marks) allows you to put special characters that would not have been possible without this option. Is that it?
That's not quite it.
the example of the Ø is not a good example (it is a Latin character).
It allows you to use in formulas the "names" of parameters, even if they contain characters (Non-Latin) it can be Chinese letters or special characters.
