Hello

I don't understand what's going on, I'm on SW 2013.

In an assembly, I make changes to parts as my project progresses.

When I close it, I record the complete assembly.

When I open it, he always asks me if I want to do a cover on certain parts or not, even though they have been recorded independently and with the assembly.

Moreover, whether I accept the takeover or not, I don't see any difference and SW asks me the question every time I open the assembly.

What to do?

This means that one of your pieces was recorded with the recovery bar reassembled:

Open your parts of your assembly one by one, at least one of them will have the bar raised, you lower it and save it and next time the message will be gone.
