Have you bought WEB2? Because as indicated in the help:

Web2 is not included with the SOLIDWORKS Enterprise PDM 2015 installation media. For more information about Web2, contact your SOLIDWORKS reseller (VAR).

I think that once you have the installation file, there's help with it.
