I did all the updates and fix framework, but nothing.
I think it's an update that causes this, but I can't find much on the net.

I had an update problem between the sp3 and the sp4 of Sw 2016
I reinstalled the sp0 via the original CD and then I did the update again.
In fact, it was an update that had been installed incorrectly.
Otherwise, try to go directly through the sldim.exe in Solidworks Download
