Internal error: The Windows Installer service was not running as expected for this component: INSTALL

Hello

when I launch my administrative image to install the 2019 SP5 version I get this error message. 

Having this image for a long time and using it for our end-user installations, we have not made any changes to it.

Do you have an idea or can I look for to solve this problem? For information I have already disabled the antivirus but the problem remains unchanged.
