I would like to add a tolerance on a coaxial stress since I actually have a bit of play allowing me to compensate for 0.02mm of coaxiality difference.

But you can dimension the two parts that have the coaxial constraint which means that you will dimension the play between the parts and all that in your 3D part... See PJ in Solidworks 2016 (it's an asm with the parts saved in it...)
