I had similar problems especially with the welding symbols, and after a lot of research, I confirm solidworks does not have all the symbols even by changing the standard, in your case, it may be that the "gost" standard (prp-doc >surface finish ) will correspond to your needs, but I have doubts.
I also want to say that this symbol is easily found in Inventor where the plans make it seem that it is made with solidworks :)

A "hack": You create a note, when entering the text, you have the possibility in the feature manager to insert a surface finish symbol (among others...):
To edit the symbol, double-click on the note, then double-click on the symbol

In the surface finish function you can put parentheses in the bottom two boxes of the symbol presentation, but the parentheses do not include the height symbol
