Is it possible to export a STEP assembly while maintaining the appearance of the part with the PhotoView 360 decals and surface finishes applied to the assembly?
As soon as I record in STEP 214 it doesn't keep them ...

It seems to me that the STEP214 only keeps the colors applied.

No Returning Appearance or Layer
if it's a volume part you can create a surface if your layer allows it

Colors yes, appearances and decals no.

The decal is a nice thing but in the end it's practically useless except to make jpegs.
In the end, we made pieces in multiple dimensions, with our logo, which we put on the assembly.
As these parts are "volumetric" they come out on the step, iges etc... (A site that helps a lot with vectorization: http://www.vectorization.org/ (with a bit of sketching and scaling work in the process.)
For the colors, the step is random, sometimes they follow, sometimes only a few... I haven't yet found how to transform the assembly into a single 1 body during an export step.

By saving the assembly in PRT and then combining all the bodies?

if you save an assembly in part, no need to combine the bodies

If you want only one body in the construction tree to make the STEP, it seems to me that you do.

Indeed, a single body in the tree is not created directly.
