Flow Simulation: rotation of a propeller according to the airflow it receives?

Is it possible to affect the rotation of a propeller, and animate it, according to the wind it takes, instead of generating a flow by rotation.

Basically, I want to simulate a wind turbine, whose rotation speed must vary according to the strength of the wind, and the disturbances and trajectories must change according to the position of the blades. Also, I want the rotating room to be animated at the same time as the streamlines.

When I create a rotation region encompassing my propeller, the only parameter is its rotational speed. Except that I don't want a rotation speed defined by me, but that it rotates according to the wind.

In reality, my case would be more like a water meter or a mill. Imagine a paddle wheel that rotates according to the flow rate. I want to simulate and animate this.
