Unable to connect to Smarteam Enovia after installation

Following the installation of Smarteam on my PC it is impossible for me to connect below you will find the message indicated

This usually means that SmarTeam cannot access a license from the LUM license server. You must ensure that the license server is available when you use an Oracle database with SmarTeam.

Maybe the  LUM server wasn  't   configured  in  the  i4ls.ini  file  on the  client  or  the LUM  server  is related  to  the ORACLE client  installation   .  The  OCI.DLL  library  may not be properly  registered.  In this case, Oracle must be reinstalled.
