How do I put the section designator above the view in the background plan? For now, it's underneath and I'm putting it on top manually.

To my knowledge, it's not possible!

Actually yes, I found the option:

"Show label above view"

Found in: 

"Options  (Standard toolbar), select the Document Properties tab , and then select View Labels > Detail."

indeed it appears in other, but even by checking the box the label for the cut remains below the view

"Show the label above the view" is in auxiliere, detail, spelling, other but not in section.
