Have you deactivated the license you want to transfer?

Normally if you have deactivated correctly from the laptop, you should be able to reactivate on the desktop computer.

You must have your computer turned off the desktop before reactivating the license.

As I find this system particularly cumbersome and prone to errors (beware if you forget to deactivate in the office and you use your laptop remotely), I asked Visiativ's hotline how to make it easier.

This involves using the online activation mode.

You will find attached a PDF of the procedure to transform your Solidworks license into online activation mode. Everything is very good that explained in detail.

On the other hand, aspirin and painkillers are not provided with the procedure: anyway being a PRO is hard;-)   Isn't it!
