I guess the 2nd view is the developed.
For the "folded" view, there is nothing, a priori complicated: a circle at the top (so diameter), an oblong at the bottom (so diameter+distance) and a distance between the two, don't forget the thickness and any "folding" parameters.
On the other hand, at the workshop, hello the crunching if it is not dimensioned for each fold and from a single reference line to avoid the accumulation of dimension differences
Laser cuts often do not do engraving (it makes holes or irregular lines).

For my part, this piece is impossible to make in sketching in the state. It should be done in two parts.
And after doing it in two parts, you will be able to better aerate screws in the MEP
Agree with @ac cobra The part won't go through the bending machine, it'll bump at the top and moreover you'll have to do everything on a path.
For the manufacture you would be better off making a tracing template. To trace with a tip (as in aeronautics) or pencil the tracing that will be used for the sketching.

I just opened the room Version 2019
My impression of the fact that the hopper was made with transition folds from two sketches, the Cylinder and the oblong shape. It does not seem possible to have the dimensions for the crunching automatically. I can't do it on the unfolded piece.
So I don't know of a solution (which surely exists) to have the ribs for the bite in any other way when indicating them by hand. From a single repository.

Be careful, you have an error on the central fold that will be impossible to make as it is drawn. But as it's very small, you just need to price it differently for the workshop.

Your angular dimension should be reversed, for folding we normally dimension the angle inside the fold and there with 5° the angle and almost closed while for crunching it is barely deformed so bent at 175°.
