Our licenses are stopped but I have never connected to the portal.
Can we access it even if our maintenance is stopped and thus download the last SP we are entitled to?

Which portal are you talking about?
If it's the AVENAO portal, be aware that it has never given access to version loading.
The possibility of downloading is extremely controlled and is only given to the applicant after rigorous validation and above all for a limited time.
All this to avoid, among other things, pirated downloads.
