To fill a title block (except the sheet numbers) just with parameters it can work in the example, you change the setting and everything updates.
For a complete edit with the sheet number and the total number of sheets, I give you a drawing and a macro made quickly so that you can adapt it to your needs.

For a drawing compatible with my macro you just have to create two texts in the layer background (not in the view layer)
it is necessary to put the properties of these texts as indicated on the images
and that's it, all that's left to do is launch the macro
In theory, the macro is not affected by the version of catia
