Can a profile be offset from the sketch in a welded machine on SW (see image)?
Of course, an offset not from the points of the tube sketch.
On Inventor it is possible to shift according to the 3 axes with a value in mm.
I wish I could do the same to avoid modifying the 3D sketch in case of modification.

You have to select position profile in the featuremanager:
Then select any point on the tube
Apart from the starting points on the profile as @Cyril_f says, it is not possible to shift by a desired value.
On the other hand, it is possible to move (or rotate) a body (so your tube in 3 directions) and possibly to make an adjustment again afterwards.
The function in Insert, Surface, Move/Copy.
