in the attached image I have the table of properties in the MEP.
But for a selected property, I can no longer (not) get a drop-down list in the "Value/Text Expression" column.
I don't know if it's normal anymore. I don't know if there shouldn't be a drop-down list or if there should be one like for the 3D part.
in the 3D part, it works properly.
Can you tell me whether or not it makes sense and if not, how to solve it.

Yes indeed there should be the drop-down list. But I see the arrow to the right of the box! Did you click on it?

And on the other properties it takes place . Otherwise there is still the solution to open another MEP and see if they take place there. If so, you can select them all and copy them to the other MEP.
In fact, it all depends on your customizable settings in your MEPs. In ours, it doesn't happen. All custom properties are in the room.

If you remove this file it will apply to all your plans. Since it's in the SolidWorks source file. And for the MEP one normally we create the properties with their links when creating the basemap.
Isn't it only in the parts files the custom properties?
