When inserting a block with attributes, it is possible to automatically display the window for modifying the value of the attribute as soon as the block is inserted into the drawing.

No worries, you had to check SolidWorks but the list doesn't appear in full.

I haven't found anything to make this window appear directly, if it's really necessary, you have to go through a macro, see this instruction:
