It's been a long time since I've used Catia but if I remember correctly, a guide curve should be intersecting with the contours of the sections. This is not the case here.
This is a rather basic multi-section surface. You can try to create these sections without a guide (from memory it works) or select your right in the Spine tab instead of guide
