I'm looking for a way to see which users were notified during a state transition.
If a user forgets to select people to notify,
Is there a way to see that no one has been notified?

I don't think PDM keeps track of which notifications are issued or not.
But if in the lifecycle a recipient or group is indicated, there is no reason why the notification is not received.
