I can't find how to disable this window when creating a dimension. I don't want it to be displayed automatically when creating the dimension but that I have to double-click on the dimension to make it appear.

No, this option is for entering dimensions when creating sketch segments:
Yes and if you uncheck the 2 boxes indicated, I end up with your window displayed. And these are the only options I found for the creation of a coast so not too much choice. It's up to you to test your preference.

Otherwise another option is to activate or deactivate instant 3D for my part always disabled because I can't stand but everyone has their own tastes!
