You need to create custom documents and fill in the document properties you want. You save the document in prtdot and set it as the default document.
All of your new files will have the settings that you have filled in on the basis.

Just go to tools=>options=>document properties=> units and in length you put .123 and you re-register your part model in .prtdot

After you've done everything, you do save as and you choose .prtdot, that's the part template format.
