I don't think it's possible, I've never found it on my side.

Hello, to my knowledge this window is not customizable.
What you can do is add a transisition condition to the stream, to prevent this transition if the "Project Number" or "Template" variables are empty. In this case a blocking warning will appear in the "warning" column of this window, and by clicking on this warning it will be indicated that one of the variables is empty. It's the least complicated in my opinion, even if it's not very satisfying I grant you.

If it's information, it's not possible to customize the window.
On the other hand, as specified by romain.jouanny, conditions for the change of state can be added.
Our design office works in this way.
In Solidworks PDM Administration
=> Workflow
Open Workflow
Edit the transition in question
the "Conditions" tab
Add Condition
