I would like to reserve the Premium or Pro licenses for certain users (via the license manager?).
Today it is not possible to book them for more than a month via the license manager, how do you make it permanent?

I don't think that's possible. Only the launch of a version of SW can be managed via the license server (SW2014/2015/2016....) in terms of license access authorization.
It doesn't seem to me that there is a possibility to block this or that version. The only way to do this is to activate by default on the workstations concerned add-ins to be loaded at startup that take the different licenses.

It is possible to reserve a license for a user or a group.
Even if the PDF dates from 2009, it's the same manipulation to follow

@naguelmous : Indeed I just got this information but it requires a follow-up of the change of users or their workstations in order to ensure the continuity of license assignment according to the definition of the groups.
